Congressman Paul E. Gillmor, the Ohio Republican found dead Wednesday in his Arlington town house, died of blunt head and neck trauma consistent with a fall down stairs, according to a medical examiner’s report released yesterday.

The fall appears to have been accidental, said Lucy Caldwell, a spokeswoman for the Virginia Department of Health, which includes the state’s medical examiner’s office.



Police assessed the scene and found no evidence of foul play, but the medical examiner’s investigation will not be made final until all chemical and ancillary tests are complete, Miss Caldwell said.

Aides found Mr. Gillmor’s body after he failed to show up for morning meetings at the Capitol.

Mr. Gillmor, 68, represented a conservative district in northwest Ohio. He spent four decades in politics and was elected to Congress in 1988. His body will lie in state Tuesday morning in the Ohio Statehouse rotunda and a memorial service will follow.

A delegation of about 90 people from the District is expected for the service, said Gregg Dodd, deputy director of the Capitol Square Review and Advisory Board, which coordinates events at the Statehouse.

Mr. Gillmor, a lawyer, was a member of the House Financial Services Committee. Before being elected to Congress, he served in the Ohio Senate from 1967 to 1989. Mr. Gillmor was the Senate president from 1981 to 83 and from 1985 to 89. He was married and had five children.
