The National Weather Service posted a winter weather advisory for Loudoun, Frederick, Carroll and northern Baltimore counties until 2 a.m. tomorrow.
A flood watch was posted for the entire National Capital region from 8 a.m through this evening.
Forecasters said rain is likely to fall over the District and Baltimore city and eastern suburbs throughout the day.
West of the Capital Beltway, there could be a mix of sleet changing to all snow by late afternoon.
With the chance of precipitation near 100 percent and high temperatures in the mid-30s, evening commuters could be met with wet roads and some icy spots.
The following schools have modified their schedules:
Allegany County schools — closed
Carroll County schools — dismissing two hours early
Harford County schools — dismissing two hours early
Frederick County schools — dismissing two hours early
Washington County schools — dismissing two and a half hours early
Frostburg State University — closed until 4 p.m.
Snow emergency plans are in effect for Allegany and Washington counties.
