Gillibrand maintains anti-tax stance for farms on EPA proposal

UPDATED 7:24 PM

Democratic lawmakers on Thursday threatened to derail climate change legislation unless the bill addresses concerns of the farming and forestry industry.  Senator Kirsten Gillibrand's, D-NY, office told the Washington Times editorial page today that she stands behind her position from December of 2008, which is farmers should not be taxed for methane emissions coming from their farms.  While in the House, Ms. Gillibrand served on the Agricultural Committee herself, and a local NBC  news station reported back in December of 2008,:

So Hanehan and other New York farmers are asking Congress to step in to make sure this idea of taxing farms for flatulence is expelled swiftly.

New York Representative Kirsten Gillibrand, a Democrat on the Agriculture Committee, says the whole idea stinks.

"The first thing I'm going to do is call the chairman of our Agriculture Committee and talk to him about this and how it's upset my farmers and ask him how quickly we can get this done," she said.

The video below is a local New York tv news package about the Environmental Protection Agency's(EPA) prior attempt to tax farmers over methane emissions.  In the video, then Congresswoman Gillibrand speaks out forcefully against the foul smelling tax.

Ms. Gillibrand is known for flip flopping on the gun issue ,  amending her views on same-sex marriage, and  changing her tune on immigration since resigning as New York's 20th congressional district's representative and replacing Hillary Clinton, now Secretary of State for the Obama administration, as New York's jr. senator.  Ms. Gillibrand, however, is bucking the Obama EPA on the issue of using the clean air act to tax farms over greenhouse gas emissions.

As of now, Ms. Gillibrand's stance may be positive news for farmers concerned about the EPA's latest attempt to regulate them, but her record has become extensively more liberal since joining the Senate, and it could be difficult to count on New York's jr. senator to fight against this kind of taxation as vociferously as she once had.

Please note that Senator Gillibrand’s policy positions have not changed: they simple reflect her increased and expanded responsibilities as she moves from representing 1/29th of a state in a Congressional district to representing the entire state of New York. As for your questioning her stance on agricultural greenhouse emissions, Gillibrand will continue to work tirelessly for farmers and at every opportunity will reduce taxes and excessive federal regulation. As for the cow emissions tax, this policy is full of hot air and doesn’t pass the smell test of fairness. It is clearly an unfair bias against cows. What about horse emissions or pig emissions (how do you think they got their name)? Instead of a stick in the form of taxes why not try the carrot in the form of incentives to farmers to construct a more efficient model that emits less toxic gases, or maybe a ‘cap and trade’ policy is better. What’s next that will assault the common sense of constituents - that trees cause most of our air pollution? But wait, that sounds familiar, doesn’t it?

Senator Gillibrand is a progressive democrat and always has been a progressive democrat. She was endorsed by the ACLU, the NAACP, Sierra Club, League of Conservation Voters, NARAL, EMILY'S List, Planned Parenthood and other progressive organizations. She differed from her NY colleagues on only two issues, guns and immigration. She has moderated her positions, since becoming Senator, as she promised she would do. She's working with and winning praise from gun-control advocates and immigration groups. Get your facts straight!

Gillibrand has consistently been a fierce advocate for the agricultural community, so her stand on this issue is not a surprise. I just wish the media would stop repeating the false mantra regarding "flip-flopping" that they created in the first place. Gillibrand has always been a firm believer in representing her constituents as their public servant. Now that she has a very different constituency (ie: the entire State), she is listening to the needs of urban communities too, and tailoring her policy positions accordingly. It's not as simplistic and sinister as the press continues to claim. She is doing an excellent job, as she did in the 20th District. The farmer are lucky to have her in their corner.
