Rep. Al Green introduced another article of impeachment against President Trump on Monday.
The Texas Democrat’s impeachment resolution accuses Mr. Trump of turning immigration enforcement agencies into “his vicious, quota-driven, unaccountable paramilitary police forces.”
Citing the shooting deaths of multiple people in interactions with Department of Homeland Security officials, Mr. Green accuses the president of “devolving the United States democratic republic into an authoritarian regime, where unjustified killings and cover-ups by ICE and CBP are normalized.”
Mr. Green, who lost a U.S. House primary in May, has previously introduced articles of impeachment against Mr. Trump in 2017, 2019, and on three occasions in 2025.
None of Mr. Green’s resolutions advanced to an up-or-down vote on the floor.
The House has voted to table — or reject considering — five impeachment resolutions filed by Mr. Green. Most recently, in December 2025, the House voted 237-140 to table one of his impeachment resolutions, with 47 Democrats voting “present.”
The 78-year-old Houston congressman, who has served in the House since 2005, is known for his anti-Trump stunts.
In March 2025, he was escorted out of the House chamber during the president’s address to Congress after he stood up and shook his cane at Mr. Trump while yelling at him. The House voted to censure him for his actions.
At President Trump’s 2026 State of the Union address, Mr. Green held a sign reading, “Black people aren’t apes!,” a reference to a video reposted by the president that showed former President Barack Obama’s head superimposed on an ape’s body.
He was again escorted out of the House chamber.
Mr. Green’s latest impeachment resolution could put Democrats on record shortly before the midterms regarding immigration enforcement and whether the president should be removed from office.
Impeachment resolutions require a simple majority to pass in the House and trigger a trial in the Senate, where a two-thirds majority is required to convict. Given Republicans’ control of both chambers, it is unlikely the resolution will advance.
White House Spokeswoman Lauren Bis said: “This type of garbage is contributing to our law enforcement officers facing a more than 1,300% increase in assaults against them. The brave men and women of ICE and CBP put their lives on the line to arrest murderers, rapists, pedophiles, gang members, and terrorists.”
She added, “Al Green should be thanking President Trump and our law enforcement for delivering the largest decrease in violent crime in American history.”
A DHS spokesperson similarly accused Mr. Green of engaging in “reckless, political theater.”
The spokesperson added, “If he doesn’t like the law, he can change it with the few months he has left in the House of Representatives. Demonizing federal law enforcement for doing their jobs is reckless, dishonest, and beneath the office he holds.”
